"- Using up and down to rotate grabbed objects doesn't always work that is why I thought it was completely missing."

I remembered this bug from CR, its probably very old and I just reproduced it on first try with 7.0:

Say we grab a tree and rotate it with "up", this only works until the tree is standing upwards, after that we cannot rotate it anymore, pressing up or down changes nothing. I actually am used to rotate objects like this with the help of landscape edges, clearly that is not intended.

What is the preferred alternative to allow for rotating beyond an object to its vertical?

Up could rotate clockwise, down rotates counterclockwise? Is it important to be able to rotate an object exactly vertical?
